Before there was The Brandon Act, there was Brandon—a son, a friend, a Sailor, and a young man whose kindness continues to inspire hope for others.
When people hear the name “The Brandon Act,” they often wonder who Brandon was. AE 3 Brandon Caserta was much more than the name of a law.
He was a son who loved deeply, a loyal friend who stood by others, and a Sailor who believed in doing what was right. He had a contagious smile, a generous heart, and a remarkable ability to make people feel seen, valued, and included.
Those who knew Brandon remember his smile and his kindness first.
It is that kindness that continues to inspire The Brandon Caserta Foundation and the law that now bears his name.
Who Was Brandon Caserta?
When people hear the name The Brandon Act, they often think of a law. But before there was legislation, there was a remarkable young man whose kindness, compassion, and unwavering character left a lasting impression on everyone who knew him.
Brandon Caserta wasn’t defined by a title or a uniform. He was a loving son, a devoted friend, and the kind of person who made others feel welcome. He had a smile that could light up a room, a heart that naturally looked for those who felt left out, and a quiet strength that inspired those around him.
Brandon believed in treating everyone with dignity and respect. He stood up for people who couldn’t stand up for themselves, offered kindness without expecting anything in return, and believed that even small acts of compassion could make a difference.
From an early age, Brandon dreamed of serving his country. He enlisted in the United States Navy with the goal of becoming a Navy SEAL. Although an injury changed the path of that dream, it never changed his desire to serve with honor. He continued his military career as an Aviation Electrician, bringing the same dedication and determination to every challenge he faced.
Those who loved Brandon remember far more than his accomplishments. They remember his laughter, his generous spirit, his love for adventure, his determination, and the way he made people feel seen and valued. They remember a young man who loved deeply, cared sincerely, and always tried to do what was right.
Today, Brandon’s legacy is carried forward through The Brandon Act, the Brandon Caserta Foundation, and every service member who finds the courage to ask for help. But perhaps his greatest legacy is much simpler than that.
It is the reminder that kindness matters.
That compassion saves lives.
And that one person’s life can continue to inspire hope for generations to come.
Brandon’s Values
Brandon believed in living with:
- Honor
- Respect
- Patience
- Kindness
These weren’t just words to him—they were the values he tried to live by every day. They continue to guide the work of the Brandon Caserta Foundation and serve as a reminder of the legacy he left behind.
Brandon’s legacy was never meant to be defined by the way his life ended. It is defined by the way he lived.
He believed in treating people with kindness, respect, and compassion. He stood up for those who were overlooked, welcomed people who felt left out, and believed that every person deserved to be treated with dignity.
Those who knew Brandon often describe him as someone who genuinely cared about others. Whether he was encouraging a friend, making someone laugh, or offering a helping hand, he had a way of making people feel valued and accepted.
Brandon wasn’t perfect, and he wouldn’t have claimed to be. He was simply a young man who tried to do what was right, cared deeply about the people around him, and believed that kindness was never a weakness.
Today, those same values continue to guide the work of the Brandon Caserta Foundation.
Every service member who reaches out for help…
Every family that finds hope…
Every conversation that encourages someone to seek support…
…is part of Brandon’s lasting legacy.
His story reminds us that one person’s life can continue to make a difference long after they are gone.
❤️ Brandon’s Values
Brandon tried to live each day guided by four simple principles:
Honor
Doing what is right, even when no one is watching.
Respect
Treating every person with dignity and compassion.
Patience
Offering understanding, even during life’s most difficult moments.
Kindness
Choosing empathy, generosity, and love in every interaction.
These values were reinforced through Brandon’s years of karate training and became principles he carried into every aspect of his life. They continue to guide the work of the Brandon Caserta Foundation today.
Brandon believed that kindness wasn’t something you did only when it was easy—it was something you chose every day.
He had a gift for making people feel welcome. He noticed those who felt left out, offered encouragement when someone was struggling, and treated others with genuine respect. Whether it was a friend, a classmate, a fellow Sailor, or a complete stranger, Brandon believed every person deserved to be seen, heard, and valued.
He wasn’t interested in being the center of attention. Instead, he found joy in helping others, making people laugh, and lifting someone’s spirits with a simple act of kindness.
Those who knew Brandon remember his smile, his generous heart, and the quiet way he cared for the people around him. His compassion wasn’t something he talked about—it was something he lived.
Today, that same spirit of kindness continues through The Brandon Act and the Brandon Caserta Foundation. Every act of compassion, every conversation that encourages someone to seek help, and every life touched by this work reflects the values Brandon carried with him every day.
His story reminds us that kindness is never wasted. Sometimes the smallest act of compassion can become the beginning of hope for someone else.
A Reflection
Brandon’s life reminds us that true strength is found in compassion, courage, and kindness.
His legacy is not measured only by the law that bears his name, but by every life touched because someone chose to ask for help, every family that found hope, and every person who decided to show kindness when it mattered most.
If Brandon’s story inspires just one person to reach out, one family to start a conversation, or one service member to ask for help, then his legacy continues to make a difference every single day.
Be the reason someone believes kindness still exists.
A Dream to Serve
From an early age, Brandon dreamed of serving his country. He wasn’t simply looking for a career—he wanted to be part of something greater than himself. His goal was to become a United States Navy SEAL, and he approached that dream with determination, discipline, and a willingness to work harder than anyone else.
For Brandon, serving in the military was about honor, purpose, and making a difference.
Pursuing His Dream
After graduating from high school, Brandon enlisted in the United States Navy with a SEAL contract and reported to Recruit Training Command in Great Lakes, Illinois. He successfully completed boot camp and continued on to Basic Underwater Demolition/SEAL (BUD/S) training in Coronado, California.
Like every candidate who begins BUD/S, Brandon understood the physical and mental challenges ahead. He embraced those challenges because he believed they would prepare him to serve others at the highest level.
An Unexpected Change in Course
During training, Brandon suffered a serious leg injury. Despite his determination to continue, the injury ultimately prevented him from completing the SEAL pipeline.
Although the path he had envisioned changed, Brandon’s commitment to serving did not.
Instead of allowing disappointment to define him, he continued his Navy career with the same dedication and sense of purpose that had inspired him to enlist.
Serving in the Fleet
Brandon was selected to become an Aviation Electrician (AE) and completed his training before reporting to Helicopter Sea Combat Squadron 28 (HSC-28) in Norfolk, Virginia.
He was proud to wear the uniform and remained committed to serving his country. Whether learning his new rating or supporting his squadron, Brandon approached his responsibilities with professionalism, integrity, and a genuine desire to contribute.
Service was never just about the job—it was about being part of something bigger than himself.
A Heart for Service
Those who knew Brandon understood that serving others wasn’t limited to his military career.
It was reflected in the way he treated people every day.
He believed in helping those who needed encouragement, standing up for what was right, and treating everyone with dignity and respect.
Although his journey took an unexpected path, his desire to serve others never changed.
Today, that same spirit of service continues through The Brandon Act and the Brandon Caserta Foundation, helping service members and their families find hope, support, and the courage to ask for help.
Brandon believed that leadership wasn’t defined by rank—it was demonstrated through character. Whether wearing a uniform or simply helping someone in need, he understood that the greatest measure of a person is how they treat others.
A Reflection
Brandon’s dream of serving his country never ended—it simply took on a different purpose.
His service continues today through every life touched by The Brandon Act, every family that finds hope, and every service member who discovers they are not alone.
A Promise That Changed Lives
When Brandon died on June 25, 2018, our lives changed forever.
As we searched for answers, we learned that Brandon’s story was not unique. We heard from service members, veterans, and military families across the country who shared similar experiences—stories of struggling in silence, facing barriers to mental health care, or fearing the consequences of asking for help.
We realized that meaningful change was needed to make it easier for service members to access mental health support before a crisis became a tragedy.
Turning Grief Into Purpose
In the midst of unimaginable loss, we made Brandon a promise.
We promised that his life would matter.
We promised that his kindness, compassion, and unwavering belief in doing what was right would continue making a difference.
That promise became our mission.
Instead of allowing Brandon’s story to end with heartbreak, we committed ourselves to helping create a better path for those who serve our country.
Working Together for Change
Creating The Brandon Act was never the work of one person or one family alone.
It became a collaborative effort involving members of Congress, military leaders, mental health professionals, veterans, advocates, and countless military families who believed that service members deserved a simpler and more accessible path to mental health care.
Together, those voices helped turn an idea into legislation.
The Brandon Act Becomes Law
On December 27, 2021, President Joe Biden signed the National Defense Authorization Act into law, including The Brandon Act.
The law requires the Department of Defense to establish a process allowing active-duty service members to confidentially request a mental health evaluation through authorized individuals without unnecessary barriers.
On May 5, 2023, the Department of Defense implemented The Brandon Act, and each military branch established policies to carry out the law.
Today, service members across the Armed Forces have a clearer pathway to request the mental health care they deserve.
A Legacy That Continues
The Brandon Act is more than legislation.
It represents hope.
It represents courage.
It represents the belief that asking for help should never be viewed as weakness.
Every time a service member reaches out for support, every family finds guidance, and every life is changed because someone chose to ask for help, Brandon’s legacy continues.
A Reflection
When we began this journey, we never imagined where it would lead.
We were simply a mother and father trying to understand the unimaginable loss of our son.
We didn’t set out to change military policy.
We didn’t set out to help write legislation.
We simply made Brandon a promise.
Today, every service member who finds the courage to ask for help is part of that promise being fulfilled.
❤️ A Final Reflection
Brandon’s Legacy Lives On
Brandon’s story is one of love, service, courage, and hope.
Although his life was far too short, the impact he continues to have reaches far beyond what any of us could have imagined.
Today, his legacy lives on through every service member who finds the courage to ask for help, every family that finds hope, and every person who chooses kindness over silence.
We hope that as you’ve come to know Brandon, you’ve also come to understand the heart behind The Brandon Act.
This Resource Center was created so that no service member has to face a mental health crisis alone and so every family knows there is hope, help, and a community that cares.
Thank you for taking the time to meet Brandon.
His story lives on because people like you continue to carry it forward.
A life is not measured by how long it is lived, but by the love it gives, the lives it touches, and the hope it leaves behind.
Honor
Do what is right.
Respect
Treat every person with dignity.
Patience
Lead with understanding.
Kindness
Choose compassion every day.
These weren’t simply words Brandon believed in. They were the values he lived by. They continue to guide The Brandon Act, the Brandon Caserta Foundation, and the hope we strive to share with every service member and family we serve.
